Exhibition of Moorabool Planning Scheme Amendment C108 – Ballan Precinct 5

Project Overview

Council has prepared Amendment C108 to the Moorabool Planning Scheme, at the request of Whiteman Property and Associates Pty Ltd on behalf of Wel.Co.

The Public exhibition period was from24 January to 3 March 2025.

Submissions received are currently under review and further updates will be provided as appropriate

The project will remain available for public inspection until the planning scheme amendment is approved or lapses.

The amendment is required to facilitate staged, masterplanned residential development of approximately 98.5 hectares of land that is identified as growth precinct 5 within the Ballan Framework Plan at Clause 11.01-1L-03 of the Moorabool Planning Scheme (11.01 VICTORIA Moorabool Planning Scheme - Ordinance)).  The subject land is bounded by the Western Freeway (northern extent), Geelong-Ballan Road (western extent), Old Melbourne Road (southern extent) and the Werribee River (eastern extent) (refer to Figure 1 below).

Amendment C108 proposes to: 

  • Rezone the subject land from Rural Living Zone (RLZ) to Neighbourhood Residential Zone Schedule 10 (NRZ10);  

  • Apply the Development Plan Overlay Schedule 9 (DPO9) to the subject land;  

  • Apply the Vegetation Protection Overlay Schedule 2 (VPO2) to remnant native vegetation on the subject land and adjoining road reserves;  

  • Apply the Environmental Audit Overlay (EAO) to 5580 Geelong-Ballan Road, Ballan; and  

  • Remove the Design and Development Overlay Schedule 2 (DDO2) from the subject land.

  • Council considers submissions received
  • Council refers submissions to a planning panel or Council abandons the amendment
  • Planning Panel considers submissions then prepares a report with recommendations to Council & the Minister
  • Council Considers the Panel’s report and decides whether to adopt the amendment (in whole or part) or abandon the amendment
  • Council seek Ministerial approval
  • Minister’s decision comes into effect upon gazettal
